Section 3: Ambulance Medical Module & Conversion Standards – Supplying ALS Ambulances to Bangladesh
Each chosen chassis will undergo a professional conversion into a fully-fledged ALS ambulance, adhering to international standards (such as those referenced in Annex D of the tender). The medical module will be designed for functionality, durability, and hygiene.
- Construction and Materials: The module will be constructed using high-strength, lightweight composites. All interior surfaces—walls, ceiling, and floor—will be covered with seamless, non-porous materials that are scratch-resistant, water-resistant, and easy to clean and decontaminate.
- Layout and Ergonomics: The interior will be intelligently designed to provide:
- Ample Work Space: Sufficient room for two or more medical personnel to attend to the patient.
- Strategic Storage: Locking cabinets and drawers for secure storage of medications, equipment, and supplies. These will be made of durable, easy-clean materials like ABS or PVC.
- Integrated Squad Bench: A structurally sound bench that provides secure seating for an attendant and often includes additional storage underneath.
- Climate Control: An independent, powerful air conditioning and heating system will be installed for the medical cell. This is critical for maintaining a stable and comfortable temperature for the patient, especially in Bangladesh’s climate, and for the proper functioning of sensitive medical equipment.
- Lighting and Electrical:
- Medical Lighting: A combination of bright, shadow-free LED examination lights and adjustable ambient lighting.
- Power System: A dual-power system with a heavy-duty alternator, deep-cycle auxiliary batteries, and a pure sine wave inverter (typically 2000-3000W) to provide clean, stable 230V AC power for all medical devices.
- Outlets: Multiple 12V DC (cigarette lighter style), 230V AC (universal sockets), and USB charging ports will be strategically placed throughout the module.
Section 4: Medical Equipment for Advance Life Support
As an ALS unit, each ambulance will be equipped with a comprehensive suite of medical devices to handle a wide range of emergencies. While a final equipment list will be confirmed against Annex D, a standard ALS configuration typically includes:
- Patient Monitor/Defibrillator: A multi-parameter unit capable of ECG, SpO2, NIBP, and EtCO2 monitoring, with manual and AED defibrillation capabilities.
- Transport Ventilator: For providing mechanical ventilation to patients who cannot breathe on their own.
- Infusion and Syringe Pumps: For the precise delivery of IV fluids and medications.
- Portable Suction Unit: For clearing a patient’s airway.
- Oxygen System: A central oxygen system with multiple outlets, a large main cylinder (e.g., 10L or 15L), and a portable backup cylinder.
- Airway Management Kit: Including laryngoscopes, endotracheal tubes of various sizes, supraglottic airways, and other adjuncts.
- Emergency Medication Kit: A comprehensive set of ALS drugs, stored securely.
- Immobilization and Extrication Devices: Spine board, head immobilizer, cervical collars, splints, and a vacuum mattress.
- Stretcher: A high-quality, hydraulic or electric automatic loading stretcher for safe and easy patient loading/unloading.

Vehicle Cost (03 Units):
- Volkswagen Crafter: USD 285,000 (USD 95,000/unit)
- IVECO Daily: USD 255,000 (USD 85,000/unit)
- Mercedes-Benz Sprinter: USD 285,000 (USD 95,000/unit)
Additional Costs (Per Ambulance):
- Sea Freight Charge: USD 8,500 per unit. This covers the secure and insured shipment of the complete ambulance from the port of origin to a designated port in Bangladesh.
- SST & SSM Cost: USD 4,000 per unit. This covers the costs associated with compliance, inspection, and certification as required.
- Spare Parts Cost: The material cost will be as per the attached detailed list, with sea or air freight charges added based on the mode of shipment chosen.
- Local Training (5 days): USD 10,000 as a one-time package for all three units. This comprehensive training will cover vehicle operation, maintenance of the medical module, and the full functionality of all installed medical equipment for the designated technical and medical staff.
